Illinois Concealed Carry Fees and Costs

Concealed Carry License (CCL) Fees

Initial Application

• Illinois Residents: $150 (non-refundable per 430 ILCS 66/60)
• Out-of-State Residents: $300 (non-refundable per 430 ILCS 66/60)
• Payment Processing Fee: 2.25% service fee (or minimum $1.00) for credit/debit cards via Illinois ePay
• Electronic checks are accepted
• Cash, paper checks, or money orders are not accepted

CCL Replacement Card

• Fee: $75.00 (applies to all replacement reasons: damaged, lost, stolen, or name/address change)
• Payment Processing Fee: 2.25% ePay service fee for credit/debit cards
• Electronic checks accepted; cash, paper checks, or money orders not accepted

CCL Validity

• A concealed carry license is valid for 5 years from the date of issuance (430 ILCS 66/10(c))

Firearm Owner's Identification (FOID) Card Fees

A valid FOID card is required to maintain a concealed carry license in Illinois (430 ILCS 66/70(h)).

FOID Application

• Fee: $10.00
• Payment Processing Fee: 2.25% service fee (or minimum $1.00) for credit/debit cards via Illinois ePay
• Electronic checks accepted; cash, check, or money orders not accepted

FOID Replacement Card

• Fee: $5.00 (for lost, stolen, or damaged cards)
• Payment Processing Fee: $1.00 ePay service fee for credit/debit cards
• Electronic checks accepted; cash, paper checks, or money orders not accepted

FOID Name or Address Change

• Fee: $5.00 for a corrected card
• Payment Processing Fee: $1.00 ePay service fee for credit/debit cards
• Electronic checks accepted; cash, paper checks, or money orders not accepted

Military Fee Exemption Note

• Active duty military members who are exempt from the FOID application fee are not exempt from replacement card fees (name/address change, lost/stolen/damaged)

Violation-Related Fees

Per 430 ILCS 66/70(e):

• Any person convicted of a violation of the Concealed Carry Act shall pay a $150 fee to be deposited into the Mental Health Reporting Fund, plus any applicable court costs or fees

Additional Cost Considerations

Training Costs

• The Concealed Carry Act requires firearms training as part of the application process (see 430 ILCS 66/70(i)). Training costs are separate from the state application fee and vary by provider.

Fingerprinting

• Applicants may submit fingerprints as part of the application process (see 430 ILCS 66/30 for details). Fingerprinting costs are separate from the state application fee.
