Overview
Oregon concealed handgun license fees are set at the county level by each Sheriff's Office, pursuant to ORS 166.291 and ORS 166.292. While fees are generally consistent across counties, minor variations may exist. The following fee schedules are based on information from multiple Oregon county Sheriff's Offices.

Important Fee-Related Information
Non-Refundable Fees
The CHL application fee covers the cost of the background check and is non-refundable regardless of whether the application is approved or denied.
Payment Methods
Accepted forms of payment vary by county but generally include cash, check, credit card, and debit card.
Credit/debit card surcharges may apply:
Jackson County charges a 2% bank convenience fee for card payments.
Lane County charges an additional 3% charge for using a debit or credit card.
Lane County does not accept American Express.
Checks should generally be made payable to the issuing Sheriff's Office (e.g., "LCSO" for Lane County Sheriff's Office).
Address Change Fees
Per ORS 166.295(C)(2), licensees are required to report any change of address, and the sheriff shall issue a new license as a duplication for a change of address. The cost is $15.00.
Failure to report an address change may result in revocation of the CHL.
Name Change Fees
A name change (e.g., due to marriage) requires a new license to be issued at a cost of $15.00.
Documentation such as a marriage license or court documentation is required as proof of the name change.
Lost or Misplaced License
A replacement/duplicate CHL costs $15.00.
The loss should be reported to the issuing Sheriff's Office.
Renewal Information
CHL renewal fee: $75.00
A CHL is valid for 4 years from the date of issuance.
Renewal is governed by ORS 166.295(1)(a), which requires repeating the procedures set out in ORS 166.291 and 166.292.
Fingerprinting is not required for renewals.
Character references are not required for renewals.
An otherwise expired CHL continues to be valid for up to 45 days after the licensee applies for renewal if:
The licensee applies for renewal before the original license expires;
The licensee has proof of the application for renewal; and
The application for renewal has not been denied.
Transfer Fees
Transfer only (valid CHL from another Oregon county): $30.00
Note: If the CHL is expired or soon to expire, additional renewal fees may apply.
Transfer with Renewal: $90.00
Processing Time
Per ORS 166.292, the Sheriff has 45 days to process both new applications and renewal applications.

Out-of-State Applicant Fees
Out-of-state residents from contiguous states may apply for an Oregon CHL at the discretion of the county sheriff (per ORS 166.291(8)).
The same fee schedule generally applies (new application: $115.00).
Additional documentation requirements may apply, including a letter explaining the compelling business interest or legitimate demonstrated need for an Oregon CHL.
