Iowa Permitless ("Constitutional") Carry

Iowa became a permitless carry state on July 1, 2021, when HF 756 (2021) took effect. The law amended Iowa Code Chapter 724 to permit any qualifying adult to carry a handgun, openly or concealed, without first obtaining a state-issued Permit to Carry Weapons. As of July 1, 2025, HF 924 (2025) lowered the minimum age for permitless carry and for the Iowa Permit to Carry Weapons from 21 to 18.

Who May Carry Without a Permit

Under Iowa Code Section 724.4C, a person may carry a handgun, loaded or unloaded and concealed or openly, on or about the person if all of the following are true:

1. The person is at least 18 years of age (as of July 1, 2025; previously 21)
2. The person is not prohibited from possessing a firearm under Iowa Code Section 724.26 or under federal law (18 U.S.C. Section 922(g) and 18 U.S.C. Section 922(n))
3. The person is not intoxicated within the meaning of Iowa Code Section 724.4D (no carry while under the influence; see UNDER_INFLUENCE)
4. There is no probable cause that the person will use a weapon unlawfully or to endanger themselves or others

Federal Age Limits Still Apply to Purchases

Federal law continues to bar federally licensed firearms dealers (FFLs) from selling handguns to anyone under 21 under 18 U.S.C. Section 922(b)(1) and 18 U.S.C. Section 922(x). Iowans who are 18 to 20 may carry under permitless carry and may purchase a handgun from a private party within Iowa, but cannot buy a handgun from a licensed dealer. Long guns may be sold by FFLs to persons 18 and older.

No Training Required for Permitless Carry

Unlike the Nonprofessional Permit, permitless carry does not require a training course. Training is still strongly recommended and is required if the person wishes to obtain a PCW for reciprocity purposes (see TRAINING_REQUIREMENTS).

Open and Concealed Carry Both Allowed

Iowa Code Section 724.4C does not distinguish between open and concealed carry. Either is lawful for a qualifying permitless carrier, subject to the prohibited-places rules (see PROHIBITED_PLACES) and the use-while-intoxicated rule.

Limitations of Permitless Carry

Permitless carry in Iowa:

• Does not override federal prohibitions (federal firearms-prohibited persons remain prohibited)
• Does not apply on school grounds (Iowa Code Section 724.4B prohibits weapons on school grounds except as specifically authorized)
• Does not apply in courthouses, secure areas of airports, federal buildings, or other state-law prohibited places
• Does not create reciprocity with other states; an Iowa permitless carrier traveling to another state must have a permit that the destination state recognizes
• Does not exempt the carrier from any private property owner's posted or expressed firearm restrictions

Why Some Iowans Still Get a Permit

Even with permitless carry available, many Iowans obtain the Nonprofessional PCW because:

• The Iowa PCW is recognized in many other states via reciprocity (see RECIPROCITY)
• A valid PCW issued after a NICS-equivalent background check serves as an alternate to the federal NICS check at the time of a handgun purchase, under 18 U.S.C. Section 922(t)(3)
• The PCW eliminates ambiguity in encounters with law enforcement
• Some employers or institutions distinguish between permittees and permitless carriers

Children and Permitless Carry

Permitless carry does not affect Iowa Code Section 724.22, which makes it unlawful to sell or transfer a pistol or revolver to a person under 21 (with private-party intrastate exceptions for those 18 to 20 added by HF 924 in 2025) or to provide a handgun to a person under 21 except as supervised lawful instruction. Direct supervision rules for minor possession of handguns in Iowa Code Section 724.22(3) remain in force.
