Iowa Permit to Carry Weapons - Basics

Iowa permits to carry weapons are governed by Iowa Code Chapter 724 and issued under two parallel tracks: a Nonprofessional Permit to Carry Weapons (PCW) under Iowa Code Section 724.7, and a Professional Permit to Carry Weapons (PPCW) under Iowa Code Section 724.6. Although Iowa has been a permitless carry state since July 1, 2021 (under HF 756), the PCW is still issued and remains useful for interstate reciprocity, firearms purchases, and as a recognized federal NICS-check alternate.

Permit Type Overview

Nonprofessional Permit to Carry Weapons (PCW)

• Statute: Iowa Code Section 724.7
• Issuing authority: Sheriff of the county where the applicant resides
• Validity: Five years (Iowa Code Section 724.11(4))
• Eligibility: General public who meet statutory requirements
• Recognized for: Concealed and open carry of handguns statewide, federal NICS-check exemption on handgun purchases, and reciprocity with other states

Professional Permit to Carry Weapons (PPCW)

• Statute: Iowa Code Section 724.6
• Issuing authority: Commissioner of the Iowa Department of Public Safety
• Validity: One year (Iowa Code Section 724.11(4))
• Eligibility: Peace officers, correctional officers, guards in correctional institutions, certain security guards, private investigators, and others whose employment reasonably justifies carrying a weapon
• Purpose: Carrying in connection with the holder's employment

Minimum Age

• 18 years old for the Nonprofessional Permit, effective July 1, 2025 (HF 924). Prior to that date the minimum age was 21.
• Federal law (18 U.S.C. Section 922(b)(1) and 18 U.S.C. Section 922(x)) continues to bar federally licensed dealers from selling handguns to anyone under 21; persons 18 to 20 may obtain handguns only through private intrastate transfers.

Qualifying Standard

Iowa is a "shall issue" state for the Nonprofessional Permit. Under Iowa Code Section 724.8, an applicant qualifies if they:

• Are at least 18 years old
• Have not been convicted of any felony
• Are not addicted to the use of alcohol or any controlled substance
• Have not, within the previous three years, been convicted of any serious or aggravated misdemeanor under Iowa Code Chapter 708 (assaults) other than a violation of Iowa Code Section 708.1 (simple assault)
• Are not subject to a disqualifying domestic-violence protective order or conviction under federal law (18 U.S.C. Section 922(g))
• Are not otherwise prohibited from possessing firearms under state or federal law
• Have completed an approved firearms training course (see TRAINING_REQUIREMENTS)

Sheriff Discretion

Under Iowa Code Section 724.8(4), a sheriff may deny a Nonprofessional Permit if "probable cause exists to believe . . . that the applicant is likely to use a weapon unlawfully or in such other manner as would endanger the person's self or others." This is a narrow, articulable-cause standard - it is not a "good cause" or "justifiable need" requirement and the sheriff must document the reason for denial.

Permit Card

Iowa Code Section 724.11(3) requires that the permit be carried on the person of the permittee whenever they are carrying a weapon under the authority of the permit, and that it be displayed on demand of a peace officer.

Permit to Acquire (Separate from PCW)

Iowa also issues a Permit to Acquire Pistols or Revolvers under Iowa Code Section 724.15. This is a separate handgun-purchase document, also issued by the sheriff. A valid PCW satisfies the PTA requirement, so PCW holders do not need a separate PTA to purchase a handgun.

Practical Significance Under Permitless Carry

Under Iowa Code Section 724.4C, a person who is at least 18 and not federally prohibited may carry a handgun (openly or concealed) without a permit. The PCW remains advantageous because:

1. Many states recognize Iowa PCW under reciprocity but do not recognize Iowa permitless carriers
2. PCW holders are exempt from the NICS check on dealer handgun purchases under federal law (18 U.S.C. Section 922(t)(3)) so long as the permit was issued after a NICS-equivalent background check
3. Some private property owners and employers may distinguish permittees from permitless carriers in their policies
