The renewal discussion below applies primarily to the standard five-year CCP. Most Missouri permit holders carry the standard CCP, so this is the most common renewal scenario.
Mo. Rev. Stat. Section 571.104 requires the renewal application to be submitted before the existing CCP expires. The recommended practice is to renew 30 to 90 days before the expiration date. This provides time for the sheriff to process the application and issue the new CCP without a lapse in carrying authority.
A lapsed CCP cannot be "renewed." If the existing CCP has expired, the holder must apply for a new CCP from scratch, with full training, full fee, and full background check. This is significantly more expensive and time-consuming than timely renewal.
Under Mo. Rev. Stat. Section 571.104, the renewal applicant must:
The renewal does NOT require a fresh eight-hour training course. This is an important distinction from a fresh CCP application. The legislature presumed that the holder, having previously completed training and lawfully held a CCP for five years, is competent without retraining.
Some sheriffs require fresh fingerprints; others use the prints on file. Confirm with the issuing agency.
The fresh background check at renewal covers state and federal criminal history. If the holder has, during the five-year term:
If the renewal is denied, the holder may appeal under Mo. Rev. Stat. Section 571.114.
If the holder has moved during the five-year term, the holder should have notified the issuing sheriff within 30 days of the move (Mo. Rev. Stat. Section 571.107.5). The renewal should be filed with the sheriff of the current county of residence. If the holder failed to notify the original sheriff, the renewal application is still processed; the holder may face a separate inquiry about the missed notification.
If the holder has moved out of Missouri, the Missouri CCP cannot be renewed. The CCP is for Missouri residents only; the holder should apply for a permit in the new state.
Mo. Rev. Stat. Section 571.101.3 (and Section 571.104.3) provide a 45-day statutory maximum for processing a renewal. In practice:
The 45-day clock runs from submission of a complete renewal application.
If the CCP is lost, stolen, or damaged during the term, the holder applies for a replacement under Mo. Rev. Stat. Section 571.111.4. The replacement fee is capped at $10 and does not require fresh training or background check. The replacement bears the same expiration date as the original.
When a new CCP is issued, the Department of Revenue should be notified to update the driver's license notation. This typically requires a separate visit and a duplicate driver's license fee.
If the holder's driver's license is also up for renewal at about the same time, the updates can sometimes be coordinated to avoid two trips.
This is significantly less than the cost of a fresh CCP application (training fee + sheriff application fee + fingerprint capture + driver's license, typically $250 to $400).
The Missouri Department of Public Safety and most issuing sheriffs do NOT send automatic renewal notices. The holder is responsible for tracking the expiration date and initiating the renewal. This is one of the most common practical mistakes by Missouri CCP holders.
A simple practice: set a calendar reminder for 90 days before the expiration date. This ensures time to schedule the renewal appointment, complete any required fingerprint capture, and receive the new CCP before the existing one lapses.
If the holder is an active duty member of the Armed Forces deployed overseas at the time the CCP expires, the holder may request an extension or expedited renewal under Mo. Rev. Stat. Section 571.104.5 (some sheriffs accept this; the statute itself addresses limited extensions for military members). The holder should contact the issuing sheriff before deployment.
If the holder is incarcerated when the CCP expires, the renewal is not granted. The CCP lapses. Upon release, if the holder is not prohibited from possessing a firearm, a fresh application is required.
The holder may continue to use the existing CCP until expiration. The renewal is filed with the new county sheriff. The new sheriff may require fresh fingerprints and a confirmation of residency in the new county.
