Mo. Rev. Stat. Section 571.030.6 protects intrastate transport of firearms by any person 19 or older (18 or older if active military or honorably discharged) who is not otherwise prohibited from possessing a firearm. The carrier may carry a concealed firearm in any vehicle they operate or in which they are a passenger. There is no requirement that the firearm be unloaded, encased, or separated from ammunition for in-state transport.
A person under 19 (and not in the military) may transport a firearm, but only as a non-carrier (e.g., unloaded, in a case, not on the person), consistent with the requirements for lawful firearm possession by an under-19 person.
A federally prohibited person (felon, fugitive, qualifying domestic violence offender, etc.) may not possess or transport a firearm at all.
Missouri does not draw a sharp legal line between "carrying" and "transporting" for adult constitutional carriers. The constitutional-carry exception under Section 571.030.3 and the vehicle protection under Section 571.030.6 together cover the relevant conduct. A firearm in the trunk, in the glove box, on the seat, or on the person is all protected.
The distinction does become relevant for:
Mo. Rev. Stat. Section 571.030.7 explicitly permits storage of an unloaded firearm in a locked vehicle on school property and similar locations. The firearm must be unloaded; loaded carry into a school parking lot is not protected.
This is particularly important for parents who pick up children from school. A CCP holder who has been carrying concealed throughout the day, then approaches a school to pick up a child, must either: (a) leave the school zone before entering, and only enter the parking lot with the firearm unloaded in the vehicle, or (b) avoid the parking lot entirely and meet the child outside the 1,000-foot federal zone.
The federal Firearms Owners Protection Act, 18 U.S.C. Section 926A, provides protection for interstate transport of firearms through any state. The protection applies if:
A Missouri carrier driving from Missouri to Florida through any state, including Illinois (which does not recognize the Missouri CCP), is protected by FOPA if the firearm is unloaded, locked away, and the journey is continuous. FOPA has been litigated; the protection is narrower than many travelers assume. An arrest under a state's restrictive law followed by a FOPA defense at trial is a possibility, and FOPA does not always prevent arrest.
The Transportation Security Administration governs firearm transport on commercial aircraft under 49 U.S.C. Section 46505 and 49 C.F.R. Part 1540. The carrier must:
Carry-on of firearms is prohibited. The Section 571.107.1(6) Missouri prohibition on carry in the secure area of an airport aligns with this federal rule.
Lambert International Airport (St. Louis) and Kansas City International Airport are the principal commercial airports in Missouri. Both have published procedures for declaring firearms at the ticket counter.
Driving across the Mississippi River from Missouri into Illinois exits Missouri's permissive framework. Illinois does not recognize the Missouri CCP. A Missouri carrier crossing into Illinois with a loaded firearm in the cabin commits an Illinois unlawful-use-of-a-weapon offense. FOPA may protect transport, but only if the firearm is unloaded and locked.
Driving across the Mississippi River into Iowa, Kentucky, or Tennessee involves states that may recognize the Missouri CCP. Reciprocity is the relevant question; see the Reciprocity section.
Mo. Rev. Stat. Chapter 252 and the Missouri Department of Conservation rules govern hunting. Firearms used for hunting must be transported in compliance with Conservation rules:
The Conservation rules are separate from the criminal carry framework in Chapter 571. A hunter complying with Chapter 571 may still violate Conservation rules and vice versa.
A boat is a vehicle for purposes of Section 571.030.6. The same rules apply: concealed carry in the boat is protected for any qualifying carrier. The carrier should be aware of:
Missouri's principal mass transit systems are St. Louis MetroLink (light rail) and Kansas City RideKC (bus and streetcar). Neither is a Mo. Rev. Stat. Section 571.107 prohibited location. A CCP holder or constitutional carrier may lawfully carry on these systems subject to:
