No. Under LB77 (2023), the Nebraska Constitutional Carry Act, Nebraska became a permitless (constitutional) carry state. Any person 21 years or older who is not legally prohibited from possessing a firearm may carry a concealed handgun without a permit (see Neb. Rev. Stat. § 28-1202.04, enacted by Laws 2023, LB77, § 12).
However, a Nebraska Concealed Handgun Permit (CHP) is still valuable because:

The Nebraska Supreme Court has held that even an attempt to commit a crime of violence can disqualify an applicant under subdivision (5) of § 69-2433 (Underwood v. Nebraska State Patrol, 287 Neb. 204 (2014)), and convictions under substantially similar out-of-state statutes may also disqualify under subsection (8) (Shurigar v. Nebraska State Patrol, 293 Neb. 606 (2016)).

Stat. § 69-2448, Nebraska recognizes concealed handgun permits issued by states that have entered into a reciprocity agreement with Nebraska, provided the other state's requirements are equal to or greater than Nebraska's.
