The Oklahoma Self-Defense Act (SDA) license application process is governed by Section 1290.5 through Section 1290.13 of Title 21 of the Oklahoma Statutes. The county sheriff of the applicant's residence is the intake authority, and the Oklahoma State Bureau of Investigation (OSBI) is the issuing authority that makes the substantive eligibility determination.
Before submitting an application, the applicant must complete a firearms safety and training course taught by a CLEET-approved instructor. The course must cover the topics listed in Section 1290.15 (safe handling, ammunition selection, use-of-force law, de-escalation, and live-fire). The instructor issues a Certificate of Completion that becomes part of the application packet.

Section 1290.11(D) requires OSBI to render a decision within 60 days of receiving a complete application packet from the sheriff. Possible outcomes:

On approval, OSBI mails the physical SDA license to the applicant's address of record. The licensee should:
The license is the licensee's authority to carry; the licensee must carry the license whenever carrying a handgun under the SDA. See the Duty to Inform section for the carry-and-present obligations under Section 1290.14.
Section 1290.4 historically established a provisional license category for applicants in a younger age band. As of the current statutory framework, most applicants apply directly for the standard 5-year license, and the provisional pathway is rarely used.
A licensee who changes address must notify OSBI in writing within 30 days of the change. Failure to update the address can result in administrative sanctions or license suspension.
A licensee whose license is lost, stolen, or damaged should notify OSBI promptly and request a replacement card. A replacement fee applies.
