The Oklahoma Self-Defense Act (SDA) license is valid for 5 years from the date of issuance under Section 1290.5 of Title 21 of the Oklahoma Statutes. Renewal is governed by Section 1290.21 and the related provisions in Section 1290.5 and Section 1290.16.
A licensee should begin the renewal process at least 90 days before the expiration date printed on the license. Renewal applications received by OSBI before the expiration date allow the licensee to maintain continuous license coverage. A late renewal (filed after the expiration date) may be processed as a new application rather than a renewal, with all the associated fees and processing time.

The renewal application does not require a new training course. The original CLEET-approved training that supported the initial license satisfies the renewal training requirement, although a periodic refresher course is strongly recommended.
A renewal application is submitted to the county sheriff of the licensee's county of residence under Section 1290.21. The sheriff verifies the licensee's identity, collects the renewal fee, and forwards the application to OSBI for processing.
A licensee may also submit a renewal by mail if the county sheriff's office offers a mail-in option. Renewal by mail typically requires a notarized application.
OSBI processes the renewal application by:
OSBI must render a decision within 30 days of receiving a complete renewal application (the shorter timeline than initial applications reflects the existing background check on file).
Section 1290.21 provides a 90-day grace period after the license expiration date during which the licensee may file a late renewal at the standard renewal fee. After the grace period, the licensee must file as a new applicant, including completing a fresh CLEET-approved training course and paying the new-application fee.
A licensee whose license has expired and who has not filed within the grace period cannot lawfully carry under the SDA license. The licensee may still rely on constitutional carry under Section 1289.28 if otherwise qualified, but loses the reciprocity, NICS-alternative, and other benefits of the SDA license until the renewal is complete.
A licensee whose address has changed must update OSBI within 30 days of the change under Section 1290.18. The renewal application is a convenient opportunity to update address, contact information, and photograph at the same time.
A licensee whose card is lost, stolen, or damaged but whose underlying license is still within its 5-year validity period does not file a renewal. The licensee files a replacement card request with OSBI, including a replacement fee. The replacement card carries the original expiration date.
A renewal may be denied if OSBI determines that the licensee has become a disqualified person since the prior license was issued. Common renewal denials include:
A licensee whose renewal is denied receives a written denial citing the disqualifier and may appeal to the district court within 30 days under Section 1290.18.
Out-of-state license holders carrying in Oklahoma under reciprocity per Section 1290.26 must maintain a current and valid license from their issuing state. Oklahoma does not renew out-of-state licenses; renewal is governed by the issuing state's law. An expired out-of-state license is not recognized under Section 1290.26.
