The state license fee under Section 1290.5 is paid to the Oklahoma State Bureau of Investigation (OSBI) through the county sheriff at intake:

A licensee who chooses to take a refresher training course in the renewal year would add the training cost.
A person carrying under constitutional carry per Section 1289.28 pays no statutory fees for the right to carry. No license is issued and no fee is collected. The only costs are the firearm, holster, ammunition, and any voluntary training. Many Oklahomans choose to maintain an SDA license despite the lack of an in-state license requirement, primarily for reciprocity and federal NICS-alternative benefits.
