Oklahoma still issues a handgun license under the Oklahoma Self-Defense Act (SDA), codified at Section 1290.1 through Section 1290.26 of Title 21 of the Oklahoma Statutes. Although constitutional carry has been in effect since November 1, 2019 (HB 2597), the SDA license remains valuable for out-of-state reciprocity, federal NICS alternative use, and certain location-specific carry scenarios.
The Oklahoma State Bureau of Investigation (OSBI) is the statutory issuing authority under Section 1290.12. Applications are intake-processed by the county sheriff of the applicant's residence, who collects fingerprints and conducts a residency check before forwarding to OSBI for the substantive eligibility determination.
Section 1290.4 establishes two license categories:
The SDA license is for handguns only. The license does not extend to long guns, short-barreled rifles, machine guns, suppressors, or other regulated firearms.

Under Section 1290.3 and Section 1290.19, an SDA license authorizes the holder to carry a loaded or unloaded handgun, concealed or openly, in any place not otherwise restricted by Section 1277. The license does not override the prohibited-places list, the under-the-influence rules in Section 1289.9, or any federal restrictions.
Section 1290.14 requires a licensee to identify themselves as an SDA license holder if approached or stopped by law enforcement, and to produce the license on request. Failure to comply is a misdemeanor under the same section.
Section 1290.13 governs the physical license. The license bears the licensee's photograph, name, address, and date of birth. The license expires on the date printed on its face and may be renewed under Section 1290.5 and Section 1290.21.
