Firearms Training Requirements for the Oklahoma Self-Defense Act License

Oklahoma requires applicants for the Oklahoma Self-Defense Act (SDA) license to complete a firearms safety and training course taught by an instructor approved by the Council on Law Enforcement Education and Training (CLEET). The training requirement is set out in Section 1290.15 of Title 21 of the Oklahoma Statutes, with related provisions in Section 1290.9 and Section 1290.24.

Statutory Requirements

Section 1290.15(A) requires that an applicant for an Oklahoma SDA license complete a training course that includes:

1. The safe storage, use, and handling of pistols.
2. Ammunition selection and handling.
3. Firearm cleaning and maintenance.
4. Methods for securing and storing a pistol in the home and the workplace.
5. The dynamics of personal protection and self-defense, including the legal use of force.
6. Methods to defuse confrontational situations.
7. Familiarization with the laws of self-defense and the use of deadly force.
8. A live-fire range component to demonstrate the applicant's safe handling of a handgun.

The full course is generally 8 hours of classroom and range time, depending on the instructor's curriculum. CLEET-approved courses meet or exceed the statutory content requirements.

Constitutional Carry - No Training Requirement

The Oklahoma Constitutional Carry Act of 2019 (HB 2597) did not establish a training requirement for permitless carry. A person who carries under Section 1289.28 without an SDA license is not statutorily required to complete a training course. The legislature explicitly declined to require training for permitless carriers.

Notwithstanding the lack of a statutory training requirement, the OSBI and law-enforcement community strongly recommend that any person planning to carry a handgun for self-defense complete a quality training course. The legal, ethical, and tactical complexity of armed self-defense exceeds what most people grasp without dedicated instruction.

Instructor Approval

Section 1290.15(B) requires that the training course be taught by an instructor approved by the Council on Law Enforcement Education and Training (CLEET). CLEET maintains a roster of approved instructors and approved curricula. The CLEET-approved instructor must verify the applicant's identity and certify completion in writing.

CLEET reviews instructor applications and may revoke approval for instructors who fail to maintain standards or who certify completion for applicants who have not actually completed the curriculum.

Course Completion Certificate

Section 1290.15(C) requires the instructor to provide the student with a written Certificate of Completion that includes:

• The student's name, date of birth, and address
• The date of the course completion
• The instructor's name, CLEET approval number, and signature
• A statement that the student successfully completed the course

The certificate becomes part of the application packet that the applicant submits to the county sheriff under Section 1290.5.

Equivalent Training - Section 1290.15(D)

The statute recognizes certain equivalent training as satisfying the SDA training requirement, including:

• Active or honorably discharged service in any branch of the United States Armed Forces, Reserves, or National Guard with firearms qualification.
• Completion of a hunter safety course approved by the Oklahoma Department of Wildlife Conservation or an equivalent state agency.
• Completion of a state-approved law enforcement training program.
• Other equivalent training as determined by CLEET.

An applicant claiming equivalent training must document the training in the application packet and may be required to demonstrate competence on the range.

Refresher Training - Section 1290.24

Section 1290.24 contemplates that licensees may take periodic refresher training. Refresher training is not strictly required for license renewal under Section 1290.21, but is a best practice. Many CLEET instructors offer abbreviated refresher courses that focus on legal updates, dynamic shooting drills, and de-escalation.

Cost of Training

Course tuition typically ranges from approximately $50 to $150 depending on the instructor, location, and inclusion of range fees and ammunition. Live-Fire Component

Section 1290.15(A)(8) requires a live-fire range component. The applicant must safely load, unload, fire, and clear a handgun in front of the instructor. The applicant typically fires a minimum number of rounds at a target at a defined distance. There is no formal marksmanship qualification score, but the instructor must observe and certify safe handling.

Practical Recommendations

• For SDA license applicants, choose a CLEET-approved instructor whose curriculum is accessible (printed materials, slides, current legal updates) and who provides a clear range protocol.
• For constitutional carriers, complete a quality training course even though it is not statutorily required.
• Take a periodic refresher every 2-3 years to stay current on Title 21 amendments, case law developments, and tactical best practices.
