VA is shall-issue; CHP required for concealed carry. Open carry generally lawful for non-prohibited persons 18+.
VA HAS a state ERPO (Substantial Risk Order, Va. Code §§ 19.2-152.13 to 19.2-152.17, eff. July 1, 2020). Only an attorney for the Commonwealth or a LEO may petition; full hearing in CIRCUIT court only.
VA universal background check at private transfers per § 18.2-308.2:5 (eff. July 1, 2020).
SB 115 (2026) would direct AG review of reciprocity agreements; chaptered-act status pending verification at lis.virginia.gov.
